Policymaking and Regulations

Posted 7/26/2015

The House will consider two bills, which would influence how federal agencies create regulations:

Evidence-Based Policymaking Commission Act (HR 1831)

  • Sponsor: Rep. Paul Ryan (R-WI) “Would establish a 15-member commission to study how best to expand the use of data to evaluate the effectiveness of federal programs and tax expenditures. The commission would also study how best to protect the privacy rights of people who interact with federal agencies and ensure confidentiality. Specifically, the commission would determine whether the federal government should establish a clearinghouse for program and survey data, which qualified researchers from both the private and public sector could access and use to perform program evaluations and policy-relevant research. By coordinating data across federal programs and tax expenditures, and giving researchers greater access to that data, federal agencies would gain a better grasp of how effective they are, and lawmakers would gain a better grasp of how to improve them,” according to the bill sponsors.

Regulations from the Executive in Need of Scrutiny (REINS) Act (HR 427)

  • Sponsor: Rep. Todd Young (R-IN) “Would require any executive branch rule or regulation with an annual economic impact of $100 million or more—designated by the White House’s Office of Management and Budget (OMB) as a “major rule”—to come before Congress for an up-or-down vote before being enacted,”according to the bill sponsor. “In 2014, the executive branch finalized 3,541 new rules and regulations—approximately 16 times greater than the 223 new laws passed by Congress and signed by President. Of those rules and regulations, 200 were deemed to be ‘major’.”

RNC Chairman Reince Priebus keynotes this year’s Washington State Republican Party Annual Dinner, on Wednesday, December 17th!   Save the Date!

His highly acclaimed speech last week defined the GOP’s “Principles for American Renewal.”  In an excellent and timely presentation of what the Republican Party stands FOR, he covered our party’s key guiding values in eleven areas:

1: Our Constitution should be preserved, valued and honored.
2: We need to start growing America’s economy instead of Washington’s economy so that working A
mericans see better wages and more opportunity.
3: We need to pass a Balanced Budget Amendment to the Constitution, make government more efficient, and leave the next generation with opportunity, not debt.
4: We need to start over with real
healthcare reform that puts patients and their doctors in charge, not unelected bureaucrats in Washington.
5: Our veterans have earned our respect and gratitude, and no veteran should have to wait in line for months or years just to see a doctor.
6: Keeping America safe and strong requires a strong military, growing the economy, energy independence, and secure borders.
7: Every child should have an equal opportunity to get a great education; no parent should be forced to se
nd their child to a failing school.
8: The best anti-poverty program is a strong family and a good job, so our focus should be on getti
ng people out of poverty by lifting up all people and helping them find work.
9: Our country should value the traditions of family, life, religious liberty, and hard work.
10: We should make America energy independent by encouraging investment in domestic energy, lowering prices, and creating jobs at home.
11: We need an immigration system that secures our borders, upholds the law, and boosts our economy.

WSRP Chairman Kirby Wilbur Resigns to take new post in DC

Posted 7/30/2013

BELLEVUE, WA – Effective at 5:00 p.m. today, Monday, July 29, 2013, Chairman Kirby Wilbur resigned his post as leader of the Washington State Republican Party. Chairman Wilbur released the following statement on his announcement:

“I am resigning as the chairman of the Washington State Republican Party, effective today at 5:00 p.m. I have been offered a five-year contract with the Young America’s Foundation that I would be foolish not to accept. I will be moving to the “other” Washington within the next couple of months to write this next chapter of my life.

“It has been an honor to serve as chairman of the WSRP since January 2011. We have had many successes and I have had some failures. The Party has a good crop of up-and-coming leaders, and a strong staff, and it will continue to move forward no matter whose hand is on the helm.”

Chairman Wilbur was elected to his first term in January 2011. Under his leadership, Washington elected the only statewide Republican official on the west coast in Secretary of State Kim Wyman, and picked up 1 seat in both the State Senate and the State House in 2012. In late 2012, early 2013, two Democrats joined with our Republican Senators to create the Majority Coalition Caucus, thus giving Republicans a majority in at least one chamber of the Legislature for the first time since 2004. Chairman Wilbur was reelected to a second term in January 2013.

Vice-Chair Luanne VanWerven will serve as interim chair of the WSRP. According to WSRP bylaws, the election of a permanent chair must take place within 90 days of today.
